1978 - Some overriding royalty owners sue Texaco in St. Mary Parish, but not the Noe or Long owners. Owners of what? The Win or Lose? Defunct? Suit charges Texaco is not paying “fair market” value. Are these the heirs of the old Charter signers?

1979 - State of Louisiana joins suit, led by AG Wm Guste, seeking higher royalty payments. The old two headed monster seems always allied with government and free enterprise entrepreneurs.

1979 - Legislature adopts a resolution directing the Mineral Board to regain all undeveloped leased state property....Strange bit of power here, look back a moment; since the Legislature oversees the government as a functioning body, wonder why it is now awakened? Seems to have been asleep up until now. Then when Iyoub was acting for the State dealing with Texaco in future times, the Legislature was not informed of the Mineral Board and Iyoub’s decision to settle with Texaco.

1981 - Texaco settles out of court with some overriding royalty owners who claim underpayment. Texaco pays them $6,666,666.00. $3,666,666 went to the principals in the old Win or Lose. (a dead Corp. is paid?) Look at the figures! The Win or Lose wins again! And, Win or Lose were not party to the suit, receivers were Russell Long, Palmer Long and Rose Long. Other large awards went to the heirs of Noe, Weiss, and W.T. Burton. Also involved in ownership of state lease 335, part of this settlement, are the sons of Leander H. Perez, and Leander H. Perez, Jr. The plaintiffs in the original lawsuit, a group of 21 people, is led by two Houston,Texas businessmen, Raymond Hankamer and Aubrey Rabensburg. (might want to look at the list of 193; Hankamer is #52 and Rabensburg is #144. Looks like the shareholders are growing or grown.) A compromise is reached after the case reaches the state supreme court. The settlement provides that these plaintiffs receive $3 million with Texaco paying $2,465,929.09, and W.T. Burton Industries Inc. paying$534,070.91.......(wonder why it is always Texaco?) (Seems they are the company tied to the Win or Lose someway) Oil and Honor did you say Mr.Petzinger? Oil but no honor.

1981 - La. State and Texaco compromise. Atty for Texaco, the former Governor Edwin Edwards. Atty for the state is Wm Broadhurst and Ernest Eldred. State gets $28.8 million in cash and a new formula for determining the value of gas. Texaco gave the state 37,500 acres that have not been developed. Part of the
37.500 acres was leases to others who retained overrides including “Win or Lose”. At that time the state acquired an agreement from Win or Lose for the return of that acreage. Broadhurst and Eldred received over $800,000 for representing the state. Mineral Board Chairman Wm Moran said Broadhurst told the Board that the Texaco deal was “take it or leave it”, and he would not allow the Board to participate in negotiations.

1981 - La. Legislature begins investigation into the 1981 settlement.

1982 - Texaco pays Louisiana Power and Light $1.5 million settlement on charges it failed to provide gas thus forcing LP & L to buy on the open market at higher prices.

1982 - Edwin Edwards leaves Texaco as defense atty and represents Louis Roussell in a lawsuit against Texaco for underpayments to Roussel. (note...at first Roussel sued the State of Louisiana & Win or Lose, now he is attacking Texaco who pays the State and Win or Lose, looks like the State and Win or Lose are
close pals).

1983 - An urging of Wm Guste (Treen Administration) hires independent auditors to audit Texaco payments. Estimated cost to be $250,000.

1984 - Roussel settles law suit for $3 million.

1984 - (Jan.) Edwards received stock in "Exploration Company of Louisiana," that is "ECL", soon after XCL Ltd. chartered in Dover Delaware. The ECL was owned by a man named William Hul, and guess what his fate was when Edwards became Governor in March 1984? None other than the head of the Natural Resource Department, by Governors power.
